
Stephanie Rojo serves as the Senior Director of Stateside’s Local Services Division, where she leads the firm’s expansive efforts to monitor policy developments across more than 10,000 local jurisdictions in the United States, Canada, and select international markets. Under her leadership, the division not only tracks rapidly evolving policy activity but also delivers strategic insights that empower clients to protect their interests and act decisively at the local level.
Stephanie works directly with clients across a broad range of industries, including energy, housing, and consumer goods, to provide tailored research, policy assessments, and market entry strategies. Her expertise spans a wide array of emerging issues, from building electrification and data center regulations to AI use in rental applications, packaging bans, employer mandates, and the proliferation of junk fees. In today’s dynamic and decentralized policy landscape, she ensures that clients are not just informed but truly prepared.
Stephanie’s first introduction to local government affairs began as an intern on the very team she now leads. Prior to joining Stateside, she also interned with the Office of U.S. Senator James Lankford. She holds dual B.A. degrees in Communications and Economics from Oklahoma State University, with a minor in Legal Studies.
Her approach is grounded in the belief that policy does not happen in a vacuum, especially at the local level, where decisions often impact people and businesses most directly. As federal and state responsibilities shift and funding flows downward, local governments are increasingly at the forefront of policymaking. In this environment, the intersection of policy, conversation, and stakeholder engagement has never been more critical.
Since taking on her leadership role, Stephanie has expanded the Local Services practice beyond monitoring, developing deeper analytical capabilities to help clients navigate an increasingly complex patchwork of local regulations. The work is inherently collaborative, and Stephanie views herself as a true extension of her clients’ teams, sharing their goals, aligning with their priorities, and striving to deliver practical, actionable solutions.
