Requires utility companies to report and maintain records of outages experienced annually by customers, on average. Requires use of SAIFI, SAIDI and MAIFI indices. Utility companies are required to maintain data for each circuit and to make the data available to the public. Reports are due by March 1 of each year. |

Reliability incentive system. Imposes a $15 penalty for each customer outage plus an additional $15 for each hour of outage. Rewards utility company for SAIDI and SAIFI measures which fall below established values. A similar proposal is being considered for PG&E. |
Currently, major weather or catastrophic events are exempt from these requirements. Hearings on this issue begin 10/6/99. |

| Decision 98-07-097 (Emergencies and Power Outages) |
Requires utility companies to prepare and update annually an emergency response plan, enter into mutual assistance agreements with other utilities and conduct training based on emergency response plans. Utility comapanies must also develop a strategy to inform the public and appropriate agencies of a major outage, inform the public and other agencies of the estimated time for restoring power and coordinate their emergency plans with state and local public safety agencies. |

The inspection and maintenance standards establish inspection cycles and record-keeping requirements for utility distribution equipment. Requires annual patrolling inspections in urban areas and biannually inspections in rural areas. Requires detailed inspections every 3-5 years, depending on the type of equipment. Requires annual reports beginning 07/01/98, which summarize inspections made, equipment condition observed and repairs made. |

| Reliability Report to the Legislature |
In the Supplemental Report of the 1999 Budget Act, the legislature required the Energy Commission, the Public Utilities Commission and the Electricity Oversight Board to jointly prepare a report to the legislature that present a 5-year prospective analysis of electricity reliability issues. The report will propose alternative combinations of conservation and energy efficiency programs, investment in transmission capacity expansion and other appropriate actions. |
