NATIONAL ASSOCIATION OF COUNTIES (NACo)

NACo will hold its Western Interstate Region (WIR) Conference May 21-23
in St. George, Utah. The conference focuses on public lands and other issues
critical to the western region of the United States. It provides county officials
with the opportunity to hear speakers, discuss legislation, and network with
other officials to exchange information on those issues. The conference will
feature several educational sessions, the topics of which include:
· Overview of the Incident Command System for Elected and Appointed Officials
· Cooperating Agency Status: What's in it for Counties?
· Problem Solving Courts: Your Ticket to Improving Public Safety and
Reducing Recidivism
· Building a High Performance Work Team
· Getting the Most from Partnerships with Cooperative Extension
· Buying Green without Going into the Red
· Climate Change and Western Counties: Issues and Options
· How to Lobby Congress without Leaving Home
· Taking Advantage of Rural Development Resources

NACo will hold its 2008 Annual Conference & Exhibition July 11-15,
in Kansas City, Missouri. As part of the Annual Conference general business
schedule, elections will be held for 2007-2008 NACo leadership positions. NACo
bylaws allow for a one-year term in each office with each officer ascending
in leadership each year until he or she becomes president. Based on the bylaws,
Maricopa County, Arizona Commissioner Don Stapley and current NACo President-elect
will assume the office of President at the close of the Conference. Sonoma County,
California Supervisor Valerie Brown will become President-elect, and Gloucester
County, Virginia Supervisor Teresa Altemus, will move up to the office of First
Vice President. Current NACo President Oakland County, Michigan Commissioner
Eric Coleman, will remain active in leadership as the Immediate Past President.
The position of Second Vice President is the only one of four officers' slots
being contested. Candidates running for this position have not been announced.
NEW ENGLAND GOVERNORS CONFERENCE COMMITTEE (NEGC)

The U.S.-Canada Technology Conference was held on April 17 in Boston,
Massachusetts. The attendees discussed the challenges and opportunities presented
by the expansion in the cross-border Information Technology industry.
NEGC ill hold it's Spring Economic Outlook Conference on May 30 in Boston,
Massachusetts. The conference will focus on the credit and housing markets,
and how they will affect the economy in New England.
The 32nd Conference of New England Governors and Eastern Canadian Premiers
will take place in Bar Harbor, Maine, on September 15-16.
The NEGC has published a report on the future of natural gas demands in the
region, with nine scenarios for maintaining and improving the supply.
WESTERN GOVERNORS ASSOCIATION (WGA)

WGA recently testified or expressed support for Congressional action on three
energy and natural resource issues:
· On April 10, Arizona Governor Janet Napolitanco (D) testified before
the House Natural Resource Committee on the importance of federal funding to
fight catastrophic wildfires. Congress is currently considering the Federal
Land Assistance, Management and Enhancement Act (FLAME Act), which would create
a permanent fund for fighting the most serious wildfires.
· Also on April 10, WGA expressed its support for the Senate's adoption
of an amendment to a housing bill that would extend the Production Tax Credit
and Solar Investment Tax Credit. These amendments, if enacted, will help provide
more renewable energy in the West. The Western Governors wrote a letter to Congress
requesting these credits be extended in December 2007.
· On April 17, WGA testified before the Water and Power Subcommittee
of the Senate Energy and Natural Resources Committee on the need for improvements
to the West's water infrastructure. Specifically, the testimony requested that
Congress appropriate more money from the Reclamation Fund for reclamation project
operation, maintenance, rehabilitation and replacements, and new capacity.
WGA has released a preliminary agenda for its Annual Meeting, to be
held June 29-July 1 in Jackson Hole, Wyoming. Plenary sessions scheduled to
meet include:
· Protecting Wildlife Corridors in the West
· Managing Water in the West
· Transmission Expansion - When, Where, How Much?
· Energy and Climate Change
The meeting will feature keynote addresses by Tom Brokaw and Jeff Immelt, Chairman
and CEO, GE.
