State Legislative Monitoring

Keyword-Based Searching: If It Was Good Enough – Everyone Would Rely On It!

Keyword-based Searching is a good tool, but it has strong limitations. Our tests have shown that keyword searching alone cannot produce the information we need to serve our clients. That is why Stateside Associates uses keyword-searching only in limited situations where experience has revealed an additional benefit. We have a better way.

Our Guiding Principle

Issue Management is the main reason people choose a state legislative monitoring service. Knowing what is out there in the states is the first step in dealing with opportunities and threats. Qualifying that activity with current political information and perspective is essential to successful Issue Management.

Likewise, Issue Management is at the core of Stateside Associates. Accordingly, we have designed a State Legislative Monitoring Service that closely aligns with the needs and expectations of issue managers.

 


Our Resources & Methodology

There is no secret to excellent Legislative Monitoring. At Stateside Associates issue expertise, state expertise, client knowledge and process transparency are hallmarks of our service.

Four Legislative Monitoring Teams – each covering 52 jurisdictions for a selected group of issues – provide daily reporting and updating to clients about bill introductions, amendments, floor proceedings and other legislative events.

Legislative Associates - all eighteen are former state legislative staff members - identify and monitor legislation for clients by combining an extensive network of contacts in each state, solid knowledge of a client's issues and an intimate familiarity with the legislative processes.

All Associates receive extensive training about clients, client issues and their states. All training materials and protocols are available for client inspection and amendment.

Legislative Associates at Stateside monitor no more than 13 states during the legislative high season (January-June). With thousands of bill introductions and actions occurring daily, lower volumes of work per Associate means faster and more comprehensive communications to the client.

Political or Outlook information is derived from regular communications with nearly 4,000 state contacts to identify and politically qualify legislation for our clients. These contacts yield information about upcoming amendments, the likelihood of committee consideration and the potential for a gubernatorial veto.

Our Results

Priority bills are UPDATED DAILY via email alerts to the client. Simultaneous updates are made to the exclusive websites Stateside Associates creates for each client. No other firm offers the same frequency of updating.

All monitored bills are CHECKED DAILY for committee action. Hearing Alerts are sent to clients in advance of ALL published hearings.

Bill summaries are written in-house and customized for each client based on a complete reading of the text.

Current bill text is attached to each bill report.

Prospects for the passage of pending bills and emerging issues are assessed via on-going contact with state legislators, legislative staff, governors' staff, executive branch officials, industry association staffs and local issue experts.

Special report formats – such as spreadsheets – are available upon request – at no additional charge.

Our extensive staff of Legislative Associates and Coordinators are on-call to respond to client needs for additional information or assistance – at no additional charge.
