Constance Campanella
President and CEO

Constance Campanella is the Founder, President and CEO of Stateside Associates. A veteran of almost 30 years of state and federal issue management experience, Ms. Campanella has managed Stateside’s growth from a one-person firm to what one trade publication has called, “a behemoth in state lobbying.”

Ms. Campanella consults with clients regarding strategic problem-solving, crisis management, legislative and regulatory issue campaigns, public sector sales and lobbyist retention and management.

She is a frequent lecturer about emerging state issues and current trends in issue management. She has also served as an Adjunct Professor at the George Washington University Graduate School of Political Management where she taught a graduate course about state and local government relations.

Prior to establishing Stateside Associates in 1988, Ms. Campanella served as Executive Director of the American Legislative Exchange Council from 1985-1988. She earlier worked for the U.S. Deputy Secretary of Transportation, for a Member of Congress and for a federal agency.

She is a member of the Board of Directors of the Public Affairs Council and of the American Bird Conservancy.

Mark D. Anderson, Esq.
Senior Vice President

Mark D. Anderson, Esq. is Senior Vice President and a Principal of Stateside Associates. Since 1993, Mr. Anderson has helped corporate, trade association and government clients manage state environmental and energy issues, working with state regulatory officials throughout the U.S. Mr. Anderson advises clients on regulatory engagement strategy and directs educational and "grasstops" campaigns directed at governors and regulatory officials. Additionally, Mr. Anderson has created issue advocacy coalitions and facilitates work group meetings of state and federal stakeholders addressing environmental issues.

As head of Stateside's Regulatory Services practice, Mr. Anderson directs two teams of attorneys that provide strategic counseling, lobbying support, policy analysis, compliance research and regulatory monitoring of state and local issues.

Mr. Anderson is on the editorial board of the American Bar Association's Business Law Today and is a frequent contributor to several journals about environmental issues. Mr. Anderson has also served on the board of Environmental Compliance and Litigation Strategies. Mr. Anderson provides expert testimony at state legislative hearings and has been a featured speaker at trade association meetings and environmental conferences.

Before joining Stateside Associates in 1993, Mr. Anderson worked in the Environmental Enforcement Section of the U.S. Department of Justice, where he worked on cases involving federal environmental statutes, including RCRA, CERCLA and the Clean Air Act. Mr. Anderson also served on the legislative staff of a Member of Congress. He is a member of the District of Columbia and Virginia Bars.

Michael J. Behm
Senior Vice President

Michael J. Behm is Senior Vice President and a Principal of Stateside Associates. Mr. Behm advises private sector and federal agency clients on a broad range of state and local issue management needs, including outreach programs to state and local policymakers, engaging state and local officials groups, government affairs program planning and lobbyist management.

Mr. Behm was elected in 2007 to serve as Vice President of the National Conference of State Legislatures' Foundation for State Legislatures. NCSL’s Foundation for State Legislatures – which includes senior corporate, association and union executives, state legislative leaders and staff – raises money and provides leadership to support NCSL initiatives and advance the state legislative process.

During his 18 years with Stateside Associates, Mr. Behm's advocacy work and leadership roles in the state officials groups have brought him to many state capitols and local governments yielding an extensive network of relationships with legislative leaders and other public officials across the 50 states.

Mr. Behm has also helped shaped the growth of the company's successful state environmental practice and has managed several legislative teams at Stateside, providing high level substantive and political intelligence to work for corporate, trade association and federal government clients.

In addition to his leadership role within NCSL, Mr. Behm is also the recipient of two Council of State Governments (CSG) Associate Partner in Excellence Awards in 2004 and 2006, and serves as a member of the CSG Associates Advisory Committee and its Environmental Task Force.

Mr. Behm began his public policy career holding staff positions with the Ohio House of Representatives and the U.S. Congress. He also worked for the State Governmental Affairs Council (SGAC).

Robert A. Holden , Esq.
Vice President

Robert A. Holden, Esq., is Vice President of Stateside Associates. Mr. Holden has assisted government, corporate, and association clients manage financial, healthcare, employee safety, professional licensure and transportation issues.

During his tenure with the firm, Mr. Holden has managed two teams of attorneys within Stateside’s Regulatory Services practice. Working with state and local officials, Mr. Holden has assisted retail and industrial clients engage in nationwide roll-outs of new products and services by assessing existing regulatory systems for both compliance and marketing purposes. Mr. Holden has also helped clients meet compliance needs with independent intelligence gathering and by successfully planning interactions with regulatory enforcement officials.

Prior to joining Stateside Associates, Mr. Holden worked as a Law Clerk with Dilworth Paxson PLLC, where he gained experience in securities and tax issues. Mr. Holden holds a Juris Doctor from George Mason University School of Law, and a Bachelor of Arts in Russian Studies from Washington & Lee University. He is a member of the Virginia Bar.

 
 

Mark Uncapher , Esq.
Vice President and Counsel

Mark Uncapher is Vice President and Counsel. He manages client programs and consults with clients regarding strategic problem-solving, crisis management and legislative and regulatory issue campaigns.

Prior to joining Stateside Mark served as Senior Vice President and Counsel of the Information Technology Association of America (ITAA) where was the principal staff member and attorney for the ITAA Telecommunications Policy and Internet Policy Committees. Mark also provided support to the State Issues Program as it addressed internet and telecom related state legislation.

Federal experience includes service as Counsel for the House Subcommittee on Government Management, Information and Technology (Committee on Government Reform and Oversight).

Mark also worked as an Assistant Counsel to the New York State Comptroller and as a Director of the New York City Department of Homeless Services.

He is a former National President of the Ripon Society. He has been published in a wide variety of trade publications on topics ranging from e-health to spyware and privacy. He has been recognized as a continuing legal education provider for IT attorneys.

Mark received his Bachelor’s Degree from George Washington University and his Juris Doctor from New York Law School. He is a member of the New York and District of Columbia Bars.

 
 

Jacob E. Hegeman, Esq.
Senior Regulatory Counsel

Jacob Hegeman, Esq., is Senior Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Mr. Hegeman gained experience in environmental and regulatory issues as a law clerk for the legal departments of the United States Environmental Protection Agency Region IV and Shell Oil Company. Mr. Hegeman holds a Bachelor of Science in Natural Resources Management from Cornell University and a Juris Doctor from Tulane University School of Law. He is a member of the New York State Bar.


 
 

Stefani Millie
Manager, State Issues

Stefani Millie is a Manager of State Issues. Prior to joining Stateside Associates, Ms. Millie served for four years as the Director of Government Relations for the Iowa Telecommunications Association, lobbying on behalf of its members on a variety of issues before both legislative and regulatory proceedings. She also monitored legislative and regulatory activities, developed ITA’s grassroots program, and coordinated the association’s PAC. Prior to her tenure with ITA, Ms. Millie served as a Legislative Research Analyst for the Iowa House of Representatives, staffing the Economic Development and Commerce Committees and also worked in the Office of the Iowa State Auditor. Ms. Millie holds a Masters of Business Administration from the University of Iowa and a Bachelor of Arts degree in Accounting and Public Administration from Buena Vista University.


 
 

Adriane Miller
Manager, State Issues

Adriane Miller is a Manager of State Issues at Stateside Associates. Ms. Miller has more than 25 years of experience in public affairs, outreach and journalism supporting both private industry and the U.S. Department of Defense.

Ms. Miller advises clients regarding outreach, advocacy and coalition-building. She facilitates a working group of state and federal stakeholders addressing environmental and land use issues.

Most recently, Ms. Miller served the Department of the Army’s Northern Regional Environmental Office as Project Manager, supporting the Army’s outreach effort to state and local policymakers and state and local officials groups and monitoring state and federal legislative and regulatory issues. Ms. Miller has worked with communities neighboring chemical weapons and ordnance sites and has counseled government agencies on effectively engaging the public and local governments about decisions affecting installations.

An experienced business journalist, Ms. Miller is published in national and regional publications on a wide range of environmental and public policy topics. She is recipient of two public service awards from the Maryland-Delaware-DC Press Association for her reporting and writing and has received awards of excellence from the Public Relations Society of America and International Association of Business Communicators. Ms. Miller has served as a technical editor for National Environmental Policy Act (NEPA) documents and Reports to Congress. She also has designed and executed successful public information programs as senior account executive for two public affairs firms in Southern California.


 
 

Joshua M. Veverka
Manager, State Issues

Josh Veverka is a Manager of State Issues. Mr. Veverka joined Stateside Associates in 2004 and has previously held the positions of Legislative Coordinator and Legislative Associate. Mr. Veverka manages a legislative team at Stateside Associates concentrating on retail sales, taxation and franchise and business licensing issues. Additionally, as one of the lead managers for the Legislative Information Services Division, Mr. Veverka is responsible for recruitment, training, and continuing education of the 22-person legislative monitoring staff. Mr. Veverka also manages special projects for clients. In recent months he has drafted advocacy materials for grassroots programs, written website content and prepared issue research reports. Prior to joining Stateside, Mr. Veverka gained political and legislative experience by working in the office of a Pennsylvania State Senator. Mr. Veverka also worked in the office of a United States Representative and in the Pennsylvania Department of Agriculture. Mr. Veverka holds a Bachelor of Arts degree in Political Science and Communications from The American University.


 
   
   

Robert Axelrod, Esq.
Regulatory Counsel

Robert Axelrod, Esq., is a Regulatory Counsel in the Regulatory Services division. Prior to joining Stateside Associates, Mr. Axelrod worked as a contract attorney with McGuire Woods, LLP, where he gained experience in securities litigation and commercial banking issues. Mr. Axelrod holds a Juris Doctor from Wayne State University and a Master of Science in Public Policy and Management from the H. John Heinz III School at Carnegie Mellon University, where he was the Associate Editor of The Heinz School Review. He also holds a Bachelor of Arts in Political Science from Michigan State University. He is a member of the State Bar of Michigan and the District of Columbia Bar.
   

Alison Baker
Legislative Coordinator

Alison Baker is a Legislative Coordinator with the Legislative Information Services division. Prior to joining Stateside Associates, she monitored state and local campaign finance issues with a Virginia-based non-profit. She gained legislative experience working for a Senator in the Virginia General Assembly. Alison has a bachelor’s degree in Political Science and Geography from the University of Mary Washington in Fredericksburg, Virginia.
   

Nicholas A. Capezza
Regulatory Counsel

Nicholas A. Capezza is a Regulatory Counsel in the Regulatory Services division. Prior to joining Stateside Associates, Mr. Capezza worked as a contract legal specialist at Morgan Lewis Resources where he gained experience in immigration regulatory matters. Mr. Capezza holds a Juris Doctor degree from Indiana University – Bloomington, where he was an Associate Justice and Judicial Affairs Chair for the campus-wide Student Body Supreme Court. He also holds a Bachelor of Arts in Political Science from the University of Florida.
   

Elias Michael Dabaie
Legislative Associate

Elias Michael Dabaie is a Legislative Associate in the Legislative Information Services division. Mr. Dabaie gained legislative experience working for the California State Senate, as a Legislative Aide. He also worked for the American Enterprise Institute for Public Policy Research. Mr. Dabaie holds a Bachelor of Arts degree in Political Science and Sociology from the Los Angeles campus of the University of California.
   

Samantha DeBee
Legislative Associate

Samantha DeBee is a Legislative Associate in the Legislative Information Service division. Prior to joining Stateside Associates, Ms. DeBee gained legislative experience working in the Colorado House Minority Communications Office. She also gained legislative and political experience working for the U.S. House of Representatives. Ms. DeBee attended the University of Colorado-Boulder, where she studied International Affairs and History.
   
Stephen Denney
Legislative Associate
Stephen Denney is a Legislative Associate in the Legislation Information Services division. Prior to joining Stateside Associates, Mr. Denney gained legislative experience by serving as the Legislative Aide and Assistant Political Director for a Maryland State Senator. Mr. Denney earned his Bachelor of Arts in Political Science from the University of Maryland Baltimore County in Baltimore, Maryland.
   
Melissa P. Farmer
Regulatory Counsel
Melissa P. Farmer is Environmental Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Ms. Farmer worked for the Florida Department of Environmental Protection Division of State Lands where she handled state sovereign submerged land leases for the Northeast District. In addition, she clerked for Shawn A. Arnold, Esq. a Criminal and Civil attorney in Jacksonville, Florida. While attending Florida Coastal School of Law, Ms. Farmer was the President of the Environmental Law Community Action Team in which her duties included chairing the 2004 & 2005 Environmental Summits held at the school. She received her Juris Doctor from Florida Coastal School of Law in August 2006 and also holds a Bachelor of Arts Degree in Environmental Studies from Washington College.
   
Anastasia R. Feaster
Legislative Associate
Anastasia R. Feaster is a Legislative Associate in the Legislative Information Services division. Prior to joining Stateside, Ms. Feaster gained state legislative experience working as an aide for a Maryland State Senator. She also gained political experience as an associate in the state affairs division of a Washington D.C. tax policy group. Ms. Feaster holds a Bachelor of Arts degree in History and English Literature and a Master of Arts in History from the University of Maryland, Baltimore County.
   
Josh Fisher
Legislative Associate
Josh Fisher is a Legislative Associate in the Legislative Information Services division. Prior to joining Stateside, Mr. Fisher gained state legislative experience working for the Maryland General Assembly in the Department of Legislative Services. He gained federal government experience working at the Department of Labor in the Directorate of Construction. Mr. Fisher holds a Bachelor of Arts degree in Economics from Washington & Lee University in Lexington, Virginia.
   
Carly Froshour
Legislative Associate
Carly Froshour is an Associate in the Legislative Information Services Division. Prior to joining Stateside, Ms. Froshour gained political and legislative experience by working in the office of a Pennsylvania State Senator. She also gained political experience through a U.S. Senate race in Pennsylvania. Ms. Froshour holds a Bachelor of Arts degree in Political Science and Communications from Temple University.
   
Timothy Fox
Issues Coordinator
Timothy Fox is an Issues Coordinator in the Legislative Information Division. Prior to joining Stateside Associates, Mr. Fox worked for the U.S. Department of Homeland Security and on local political campaigns. Mr. Fox earned his Bachelor of Arts degree in Political Science from Trinity College in Hartford, Connecticut.
 
Matthew Green
Legislative Coordinator
Matthew Green is a Legislative Coordinator in the Legislative Information Services division. Prior to joining Stateside Associates, Mr. Green gained legislative experience working for the Maryland General Assembly in the Department of Legislative Services. He also gained political experience working for a grassroots lobbying firm. Mr. Green holds a Bachelor of Arts degree in Social Sciences from Colorado State University.
 
Jacilyn Gutzmer
Legislative Associate
Jacilyn Gutzmer is a Legislative Associate in the Legislative Information Services division. Ms. Gutzmer gained legislative experience working for the Washington State House of Representatives, Office of Program Research, as well as, working on a gubernatorial campaign. Ms. Gutzmer holds a Bachelor of Arts degree in Political Science from the University of Washington.
 
Bonnie Kaufman, Esq.
Regulatory Counsel
Bonnie Kaufman, Esq., is Regulatory Counsel in the Regulatory Service division. Prior to joining Stateside Associates, Ms. Kaufman worked as a law clerk with the U.S. Department of Health and Human Services, Office of the General Counsel, General Law Division, where she gained experience in medical malpractice and employment law. Ms. Kaufman holds a Bachelor of Arts degree in Political Science from the University of Wisconsin-Madison and a Juris Doctor from the University of Baltimore School of Law where she served as Articles Editor for the University of Baltimore Journal of Environmental Law. She is a member of the Maryland Bar.
   
Andrew A. Kingman
Legislative Associate
Andrew Kingman is a Legislative Associate in the Legislative Information Service division. Prior to joining Stateside Associates, Mr. Kingman gained legislative experience as an Aide and a Chief of Staff for two Massachusetts State Representatives. He also gained political experience in a Massachusetts gubernatorial race. Mr. Kingman holds a Bachelor of Arts degree in Government from Skidmore College.
   
Jeannette Lowe
Legislative Associate
Jeannette Lowe is a Legislative Associate in the Legislative Information Services Division. Ms. Lowe gained legislative experience in the Council of the District of Columbia. She also gained political experience from her work at the Massachusetts Office of Educational Quality and Accountability. She received a Bachelor of Arts degree in Political Science from the University of Richmond and a Master of Arts degree in Political Science from Boston University.
   
Becky Lukaesko, Esq.
Regulatory Counsel
Becky Lukaesko, Esq., is Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Ms. Lukaesko gained experience in environmental law issues at the University of Maryland Environmental Law Clinic and at the Mineral Policy Center. Ms. Lukaesko also gained experience in employment and real property law issues at The Nature Conservancy. Ms. Lukaesko holds a Bachelor of Science degree in Biology from the University of Maryland, College Park and a Juris Doctor degree from the University of Maryland School of Law. Ms. Lukaesko is a member of the Maryland Bar.
   

Russ Martin
Legislative Coordinator

Russ Martin is a Legislative Coordinator in the Legislative Information Service division. Prior to joining Stateside Associates, Mr. Martin gained legislative experience in the U.S. House of Representatives. Mr. Martin also gained legislative and political experience working for Common Cause. Mr. Martin holds a Bachelor of Arts degree in Political Science and a minor in Philosophy from James Madison University.
   

Josh Ney
Legislative Coordinator

Josh Ney is a Legislative Coordinator in the Legislative Information Services division. Prior to joining Stateside Associates, Mr. Ney gained legislative experience working for both chambers of the Minnesota Legislature. He also gained political experience by working on several Minnesota House of Representatives campaigns. Mr. Ney holds a Bachelor of Arts degree in Political Science and French from the University of Minnesota, Twin Cities and a Master of Science in Public Affairs degree from the University of Massachusetts, Boston..
   

Craig Orlan
Legislative Associate

Craig Orlan is a Legislative Associate in the Legislative Information Services division. Prior to joining Stateside Associates, Mr. Orlan gained legislative experience working in the office of two Maryland State Delegates. He also gained political experience through Maryland State Delegate campaign. Mr. Orlan holds a Bachelor of Arts degree in Government & Politics and Economics from the University of Maryland, College Park.
   

Theresa Phillippe
Legislative Associate

Theresa Phillippe is a Legislative Associate in the Legislative Information Services division. Ms. Phillippe gained legislative experience working for a Texas State Senator and with the Texas Senate Education Committee. Ms. Phillippe holds a Bachelor of Arts degree in Government from the University of Texas.
   

Andrew Rein
Legislative Associate

Andrew Rein is a Legislative Associate in the Legislative Information Services division. Prior to joining Stateside Associates, Mr. Rein gained legislative experience working for the New York Senator Charles Schumer in the United States Senate. Mr. Rein holds a Bachelor of Arts degree in Government and Politics, and Criminal Justice from the University of Maryland, College Park.
   

Robin Richardson
Legislative Associate

Robin Richardson is a Legislative Associate in the Legislative Information Services division. Prior to joining Stateside, Ms. Richardson gained state legislative experience working in the office of two Colorado State Representatives and a Pennsylvania State Senator. She also gained political experience through a Colorado State Senatorial campaign. Ms. Richardson holds a Master of Arts degree in International Human Rights from the University of Denver and a Bachelor of Arts degree in Politics and Philosophy from the University of Pittsburgh.
   

Fidel R. Rul, III
Regulatory Counsel

Fidel R. Rul, III is an Regulatory Counsel in the Regulatory Service Division. Prior to joining Stateside Associates, Mr. Rul worked as an Environmental Law Intern with The Boston Harbor Association, where he gained experience in Water Resources protection, Brownfields Redevelopment and Waterfront Development. He worked at the Environmental & Natural Resources Law Clinic at Vermont Law School where he gained experience with Clean Water Act and NPDES permits. Mr. Rul holds a Bachelor of Arts degree in Political Science with a Minor in Urban Studies from Texas A&M University-Kingsville, a Master of Studies in Environmental Law, and a Juris Doctor from Vermont Law School.
   
Michelle Safro
Regulatory Counsel
Michelle Safro is a Regulatory Counsel in the Regulatory Services division. Prior to joining Stateside, Ms. Safro worked at the District of Columbia Superior Court as a judicial intern for the Honorable Fern Flanagan Saddler and the Honorable Odessa F. Vincent. Ms. Safro holds a Bachelor of Arts degree in English Literature and holds a Juris Doctor degree from the Catholic University of America Columbus School of Law.
   

Caroline Michelle Simpson
Legislative Associate

Caroline Michelle Simpson is a Legislative Associate in the Information Services division. Ms. Simpson gained legislative experience working for a Pennsylvania State Representative as a Legislative Assistant. She also worked as a Legislative Assistant for the Pennsylvania House of Representatives Office of Support Services. Ms. Simpson holds a Bachelor of Arts degree in Journalism from Pennsylvania State University.
   

Megan Stokes
Legislative Associate

Megan Stokes is a Legislative Associate in the Legislative Information Services division. Prior to joining Stateside Associates, Ms. Stokes gained legislative experience in the Maryland General Assembly. She also gained federal government experience at NASA. Ms. Stokes holds a Bachelor of Arts degree in Political Science from Salisbury University.
   
Erik J. Taylor
Legislative Associate
Erik J. Taylor is a Legislative Associate in the Legislative Information Services division. Mr. Taylor gained legislative experience working for the Michigan House of Representatives as a Community Relations Manager and Legislative Aide. Mr. Taylor holds a Bachelor of Arts degree in Public Affairs from Wayne State University in Detroit, Michigan.
   
Patricia Tennant
Legislative Associate
Patricia Tennant is a Legislative Associate in the Legislative Information Services Division. Prior to joining Stateside Associates, Ms. Tennant gained legislative experience as a Legislative Aide for a member of the Virginia House of Delegates. Ms. Tennant also gained political and legislative experience in the office of a United States Representative. Ms. Tennant holds a Bachelor of Science degree in Political Science from Radford University.
   

Jim Turner

Jim Turner is a Legislative Associate in the Legislative Information Services Division. Prior to joining Stateside Associates, Mr. Turner gained legislative experience working as a Legislative Aide for a member of the Virginia House of Delegates. Mr. Turner holds a Bachelor of Science degree in Political Science from Northeastern University.
   

Neal Ullman
Legislative Associate

Neal Ullman is a Legislative Associate in the Legislative Information Service division. Prior to joining Stateside Associates, Mr. Ullman gained legislative experience as a Legislative Aide in the Montana House of Representatives. He also worked for the Montana Department of Commerce as a State Field Director and as a Staff Assistant for a United States Senator. Mr. Ullman attended Knox College in Galesburg, Illinois, where he earned his Bachelor of Arts Degree in Political Science.
   
Renée Wadsworth
Legislative Associate
Renée Wadsworth is a Legislative Associate in the Legislative Information Services Division. Prior to joining Stateside Associates, Ms. Wadsworth gained legislative experience in the California State Legislature, working in the office of a State Senator and in the Office of the Chief Clerk of the State Assembly. She received a Bachelor of Arts degree in Political Science and Spanish and a minor in History from the University of California, Davis.
   
Tyler F. Wilber
Senior Regulatory Coordinator
Tyler F. Wilber is Senior Regulatory Coordinator in the Regulatory Services Division. Prior to joining Stateside Associates, Mr. Wilber gained Federal legislative experience working for Congressman Sherwood Boehlert as a Staff Assistant and Legislative Assistant for Environmental, Postal and National Park issues. In addition, Mr. Wilber has gained political experience through his campaign work in New York Gubernatorial and Congressional races. Mr. Wilber studied Political Economy at the Murphy Institute of Tulane University, where he holds a Bachelor of Arts degree.
