Stateside Associates offers the largest and most capable staff in state government affairs, state government affairs consulting and state strategies. Among Stateside’s staff of more than 50 people are 18 former state legislative staff members and seven attorneys. Each of the firm’s Principals has served as a registered state lobbyist.

Because state consulting, regulatory forecasting and legislative monitoring cannot be distinguished from the professionals who provide them, Stateside Associates provides a complete roster and accompanying credentials of all professionals assigned to every client service.

Constance Campanella is the Founder, President and CEO of Stateside Associates. A veteran of 30 years of state and federal issue management experience, Ms. Campanella managed Stateside’s growth from a one-person firm to what one trade publication has called, “a behemoth in state lobbying.”

Ms. Campanella consults with clients regarding strategic problem solving, crisis management, legislative and regulatory issue campaigns, public sector sales and lobbyist retention and management. No ivory tower consultant, Ms. Campanella rolls up her sleeves to write project plans, analyze legislative threats, hire and manage lobbyists, lobby state Attorneys General and Governors and get into the details of a public sales opportunity. She actively directs and manages client affairs and presides over the weekly Issue Management Team meetings in which the entire Issue Management team reviews the goals for each client and decides how best to achieve them.

She is also a frequent lecturer about emerging state issues and current trends in issue management. She previously served as an Adjunct Professor at the George Washington University Graduate School of Political Management where she taught a graduate course about state and local government relations.

Prior to establishing Stateside Associates in 1988, Ms. Campanella served as Executive Director of a national organization of state legislators for three years. She earlier worked for the U.S. Deputy Secretary of Transportation, as Intergovernmental Affairs Officer of another federal agency and for two Members of Congress.

She is a member of the Board of Directors of the Public Affairs Council.

An avid birder and photographer, she is a member of the Board of Directors of the New Jersey Audubon Society.

Working with state regulatory officials throughout the U.S., Mr. Anderson advises clients on regulatory engagement strategy and directs educational and “grasstops” campaigns directed at governors and regulatory officials. Since 1993, Mr. Anderson has helped corporate, trade association and government clients manage state environmental, energy and healthcare issues.

Working with state regulatory officials throughout the U.S., Mr. Anderson advises clients on regulatory engagement strategy and directs educational and “grasstops” campaigns directed at governors and regulatory officials. As head of Stateside’s Regulatory Services Division, Mr. Anderson has managed its evolution from an information resource to a full-service issue management team.

The Regulatory Services Division provides strategic counseling, lobbying support, policy analysis, compliance research and regulatory monitoring of state, federal and local government issues.

In 2009, Mr. Anderson was named Chair of the newly-formed Government Affairs Practice Committee of the Business Law Section of the American Bar Association.

As Chair, he plans to explore how the disciplines of law and government affairs complement one another and how attorneys can use their dual obligations to achieve maximum benefit for clients.

In 2010, Mr. Anderson joined the newly formed Advisory Council of the Democratic Governors Association. By achieving Advisory Council status, Mark will participate in a variety of new, exclusive events hosted by DGA.

Mr. Anderson is also on the editorial board of the American Bar Association’s Business Law Today. In that capacity he managed publication of a “mini-theme” issue dedicated to state lobbying.

Mr. Anderson is also a frequent contributor to several journals about environmental and energy issues. He provides expert testimony at state legislative hearings on behalf of clients and has been a featured speaker at trade association meetings.

Before joining Stateside Associates, Mr. Anderson worked in the Environmental Enforcement Section of the U.S. Department of Justice. He earlier served on the legislative staff of a Member of Congress. He is a member of the District of Columbia and Virginia Bars.

Michael J. Behm is Senior Vice President and a Principal of Stateside Associates. During his 20 years with Stateside Associates, Mr. Behm’s advocacy work and leadership roles in the state officials groups have brought him to many state capitols and local governments yielding an extensive network of relationships with legislative leaders and other public officials across the 50 states.

Mr. Behm advises private sector and federal agency clients on a broad range of state and local issue management needs and works alongside his clients while directing state advocacy efforts, helping them to build sustainable relationships with state and local policymakers, prepare strategic plans and hire and manage lobbyists.

As a result of his close work with state officials organizations, Mr. Behm was reelected Vice President of the National Conference of State Legislatures’ Foundation for State Legislatures in 2011. The Foundation for State Legislatures – which includes senior corporate, association and union executives, state legislative leaders and staff – raises money and provides leadership to support NCSL initiatives and advance the state legislative process. Mr. Behm has also received two Council of State Governments (CSG) Associate Partner in Excellence Awards in 2004 and 2006, and serves as a member of the CSG Associates Advisory and Annual Meeting Committees.

Mr. Behm has also helped shaped the growth of the firm’s successful state environmental practice and has managed several of the legislative teams at Stateside, which provide high level substantive and political intelligence to its clients.

Mr. Behm began his public policy career holding staff positions with the Ohio House of Representatives and the U.S. Congress. He also worked for the State Governmental Affairs Council (SGAC).

Robert Holden is a Senior Vice President at Stateside Associates. Mr. Holden specializes in health care, environment, professional licensure and transportation issues. He joined Stateside as an attorney in the Regulatory Division.

Mr. Holden manages Stateside Associates’ health care practice, addressing a variety of health care issues concerning public and private payers, as well as service and product providers. Mr. Holden also uses his issue and policy group experience to guide the legislative and regulatory monitoring teams focused on health care policy issues. Their intelligence gathering informs the issue management services he provides our clients.

As an Issue Manager, he works directly with state and local officials to assist retail and industrial clients engaging in roll-outs of new products and services by analyzing the regulatory schemes for marketing and compliance purposes. He then manages advocacy campaigns involving the relevant state and local regulatory officials.

Mr. Holden has worked with a number of policy Groups on behalf of clients, including the National Association of Insurance Commissioners, the National Council of Insurance Legislators, the Association of State and Territorial Health Officials, the National Association of County and City Health Officials, the National Association of Medicaid Directors, the Environmental Council of the States, and the National Association of Regulatory Utility Commissioners.

He is a frequent presenter at corporate and association client meetings concerning health policy, not only addressing state regulatory and legislative activity but also how state and federal policies drive each other.

Prior to joining Stateside Associates, Mr. Holden worked as an attorney with Dilworth Paxson PLLC. Mr. Holden holds a Juris Doctor from George Mason University School of Law, and a Bachelor of Arts in Russian Studies from Washington & Lee University. He is a member of the Virginia Bar.

Stephen Arthur brings to Stateside Associates over 20 years of public policy experience in both the public and private sector. Mr. Arthur provides clients with hands on state government relations support from strategic planning and issue management to lobbyist management and direct lobbying. He is one of the leaders of Stateside’s Attorneys General practice, guiding clients through the process of working with, and lobbying, state Attorneys General.

In addition, he directs Stateside’s Retail Industry Practice, helping those clients to work with state government officials as well as state trade associations.

An economist by training, Mr. Arthur cut his teeth in government as a legislative aide in the U.S. Senate before working nine years in various appointed positions in California state government. After four years staffing the Governor’s Office, he served as the state’s Assistant Secretary for Economic Development as well as the Chief Deputy Director for the Department of Conservation which regulated the mining, and oil and gas industries.

Mr. Arthur brings real world state government affairs experience to the firm as well. Before joining Stateside, he directed the state government relations activities of an international manufacturing company, a food industry trade association and one of the world’s largest retailers. He has served on the boards of directors of numerous state retail associations.

Currently residing in Santa Fe, New Mexico, his poor golf game is enjoying some added length (if not accuracy), due to the high altitude.

Prior to joining Stateside Associates “Dusty” served as a Director of Government Relations for eBay, Inc. and before that as a Director of Government Affairs at Microsoft Corporation. Rounding out his corporate government affairs work includes a position as State Government Affairs Manager with Wal-Mart Stores, Inc.

Although Mr. Brighton has spent most of his career advocating on IT and retail issues he has been involved with non-profit organizations, third party groups and currently serves on the Arkansas Innovation Hub Board of Directors.

John Howell is Vice President of Regulatory Services at Stateside Associates. With substantial policy and legal experience, Mr. Howell guides Stateside Associates’ regulatory counsel and provides clients with hands on Regulatory Issue Management support from strategic planning, regulatory advocacy, and working with groups of state and local officials.

Mr. Howell brings more than 10 years of regulatory affairs experience at Fortune 500 companies as well as start-up ventures in the telecommunications industry focused on interoperability, cyber-security, legal, policy, and regulatory compliance programs. Mr. Howell is an expert in emergency communications and public safety policy. He also possesses significant experience in Freedom of Information Act matters as well as Federal Advisory Committee Act issues. As a former steering committee chair of the FCC’s Network Reliability and Interoperability Council (NRIC), he advised the FCC on matters ranging from Emergency Communications to Homeland Security Best Practices as well deployment of Broadband Services nationwide.

As Director of Industry Affairs and Special Counsel at Sprint Nextel Corporation, Mr. Howell led corporate-level regulatory compliance. Mr. Howell is a two-time winner of the Sprint Nextel Operational Excellence Award for E 911 service delivery and outstanding performance in managing the FCC NRIC. At Cyren Call Communications, Mr. Howell was responsible for grassroots advocacy before local, state, and federal regulatory bodies as the Director of Legal and External Affairs. Mr. Howell is a frequent speaker on regulatory issues before state commissions, boards, and industry organizations.

Mr. Howell’s experience providing direct support to executive-level leadership on multiple complex public policy issues will add new dimensions and perspectives to Stateside Associates’ Regulatory Services Division.

Mr. Howell holds a B.A. from the University of Richmond and a J.D. from Quinnipiac University. He is a member of the Pennsylvania and Connecticut Bars.

Timothy J. Tim is a graduate of the University of Scranton, where he captained the varsity lacrosse team and graduated with a Bachelor’s of Science degree in International Business, with a minor in German.

Josh Fisher is a Manager of State Issues where he works with clients on a wide range of state and local government affairs related issues.

Josh brings his previous experience as the Manager for the Legislative Information Services Division to the issue management role. Mr. Fisher joined Stateside as a Legislative Coordinator and was later promoted to Legislative Associate and then, Manager.

He has gained a wealth of experience with state issues and an intimate knowledge of the legislative process in all 50 states. Additionally, Mr. Fisher has managed preparation of The Groups Report, supported the Legislative Information Division with quality control responsibility and produced client-requested reports addressing both legislative and regulatory issues.

Prior to joining Stateside, Mr. Fisher gained state legislative experience working for the Maryland General Assembly in the Department of Legislative Services. He gained federal government experience working at the Department of Labor in the Directorate of Construction. Mr. Fisher also served as a law clerk for the United States Attorney’s Office for the District of Maryland.

Meghan Holihan began work at Stateside Associates in 2013 as Coordinator, Projects and Editor, Groups Report. In addition to producing The Groups Report each month she supports the Issue Management team and clients with special research projects. She has had an active legislative and political career, including managing three Democratic primary campaigns for state and local elected officials in Northern Virginia. Ms. Holihan also served in the Virginia State Senate for two sessions in the Majority Leader’s Office.

Prior to joining Stateside Associates, Ms. Holihan gained a wealth of knowledge in political fundraising, finance, communications, research and field, candidate and staff management. She managed races for the Virginia State Senate and Virginia House of Delegates. She also managed a campaign for the Alexandria, Virginia City Council.

Ms. Holihan spent time working for a local non-profit in Alexandria, assisting in managing an online community platform and its social media outreach and engagement. She holds a Bachelors Degree in Political Science from Virginia Commonwealth University in Richmond, Virginia.

Sarah E. Hunt is Manager of State Issues and Ethics Officer. She works with clients on a wide range of state and local government affairs related issues. She previously served at the company as Regulatory Counsel where she assisted clients as a member of the Regulatory Services Division.

Prior to joining Stateside, Ms. Hunt worked in a boutique Oregon law practice where she specialized in political and administrative law. Her practice emphasized the intersection of policy development, legislative advocacy, campaigns, non-profit management and election law.

Throughout her career Ms. Hunt has represented advocacy groups, PACs, candidates and political parties, advised clients in the management of a variety of tax exempt organizations and co-drafted several state and local ballot measures, including Oregon’s Ballot Measure 73. Early in her career she served on the State Executive Committee of the Republican Party of New Mexico and gained additional legislative experience in Oregon as legislative staff and as a registered lobbyist.

Ms. Hunt holds a Master of Laws (LL.M) from Georgetown University Law Center. In addition, she graduated cum laude from Willamette University College of Law in 2008 with a certificate in sustainable environment, energy and resources law and is presently pursuing a Masters in Professional Studies in Strategic Public Relations at the George Washington University Graduate School of Political Management. She graduated summa cum laude from the University of New Mexico with a Bachelor’s Degree in political science. She is a member of the Oregon (inactive) and the District of Columbia bars.

As a 5th generation Washingtonian she enjoys cheering on the Nationals baseball team and regularly provides volunteer assistance through the National Alliance of Victims’ Rights Attorneys.

Carter Alleman, Esq.
Regulatory Counsel
Carter Alleman, Esq., is a Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Mr. Alleman gained experience in commercial and business law while serving as a law clerk with the Indiana State Superior Courts. Mr. Alleman also gained legislative experience as John Glenn Fellow with a United States Congressman. Mr. Alleman holds a Bachelor of Arts degree in Political Science from The Ohio State University, a Masters of Science in International Commerce and Policy from Valparaiso University, and a Juris Doctor degree from the Valparaiso University School of Law. Mr. Alleman is a member of the Indiana Bar.
Andrew Ausel
Legislative Associate
Andrew Ausel is a Legislative Associate with the Markets Issue Team. Before working at Stateside Associates, Mr. Ausel worked as a Legislative Fellow in the Pennsylvania House of Representatives. He also gained political experience working for a government affairs firm in Harrisburg, Pennsylvania. Mr. Ausel holds a Bachelor of Arts in Political Science with a minor in Pre-Law from Messiah College.
Jonathan Curry

Jonathan Curry is a Legislative Associate in the Legislative Information Services Division. Prior to working at Stateside Associates, he gained experience in state legislature working for the Virginia Senate’s Committee Operations division before working directly with the Senate Finance Committee. He has additional legislative experience at the federal level through a Capitol Hill internship with a Virginia congressman. He holds a Bachelor of Arts degree in Government and International Politics with a minor in Global Affairs from George Mason University.

Patrick Gallaher is a Legislative Associate in the Enterprise Issues Team. Before working at Stateside Associates, Mr. Gallaher gained legislative experience working as a Legislative Aide for Maryland State Senator Victor Ramirez, as well as interning for United States House of Representatives Democratic Whip Steny Hoyer and Congressman Tony Cardenas. He also worked with campaigns with the communications firm American Directions Group. Mr. Gallaher holds a Bachelor of Arts in Government & Politics from the University of Maryland, College Park.
Steven Gassenberger

Steven Gassenberger is a Legislative Associate in the Legislative Information Services Division. Before working at Stateside Associates, Mr. Gassenberger gained legislative experience as a Legislative Intern in the Louisiana State House of Representatives, as well as political experience on state and federal campaigns throughout his home state of Louisiana. Mr. Gassenberger holds a Bachelor of Arts in International Relations from University of New Orleans, and a Master of Arts in Public Policy from Tel Aviv University.

Joseph Goetz is a Senior Legislative Coordinator in the Legislative Information Services Division. Before working at Stateside Associates, Mr. Goetz gained legislative experience as a Legislative Aide working for a government affairs firm in Hartford, Connecticut. Mr. Goetz also has experience in campaign field work, where he has served in various capacities across the country. Amy M. Goldlust, Esq., is a Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Ms. Goldlust gained substantial experience in both U.S. Federal and international Energy and Environmental law and policy while working for the Center for Climate and Energy Solutions and prior to that, the Canadian Embassy in Washington, D.C. Ms. Goldlust holds a Bachelor of Arts Degree in Psychology and Political Science from McGill University and a Juris Doctor degree from the Syracuse University College of Law. Ms. Goldlust is a member of the New York Bar.
Will Hagen

Will Hagen is a Legislative Associate in the Legislative Information Services Division. Before working at Stateside Associates, Mr. Hagen gained legislative experience as a Legislative Intern in the Washington State Senate, as well as political experience on state campaigns throughout Washington State. Mr. Hagen also worked at the Washington State Attorney General’s Office in the Administrative Division for the Director of Government Affairs. Jeremy Haines is a Legislative Associate in the Legislative Information Services Division. Prior to working for Stateside Associates, Mr. Haines gained legislative experience as a policy intern for North Carolina’s Lieutenant Governor and in the North Carolina House of Representatives, as well as a health and education policy intern in the United States Senate. Mr. Haines holds a Bachelor of Arts in Political Science from North Carolina State University and a Masters of Arts in American Government and Politics from Appalachian State University.
Stephen Hellier

Stephen Hellier is a Legislative Associate with the Market Issues Team. Before working at Stateside Mr. Hellier gained legislative experience working for a Delegate in the Virginia General Assembly for several sessions before moving to the Office of the Governor. He has also worked as Head of Research at a political consulting firm. Mr. Hellier earned his Bachelor of Arts degree in Political Science from Virginia Commonwealth University and a Master of Science degree in Comparative Politics from the London School of Economics.

She gained political experience working in the Maryland State House, as well as covering stories of national political interest on Capitol Hill. Shelby Mae King

Shelby Mae King is a Legislative Associate in the Legislative Information Services Division. Before working at Stateside Associates, Ms. King gained legislative experience as the Chief Journal Clerk for the Kentucky State Senate. Ms. King holds a Bachelor of Science in Finance and Political Science from Georgetown College, and a Master of Arts in Public Administration from the University of Kentucky.
Ali Legros
Legislative Associate
Ali Legros works at Stateside Associates as a Legislative Associate in the Legislative Information Services Division. Prior to joining the firm, Ms. Legros worked as a Legislative Aide in the Connecticut General Assembly. She was an aide to four State Representatives as well as the Deputy House Minority Leader. While working in Connecticut, Ms. Legros was also actively involved in local and statewide political campaigns. Ms. Legros earned a Bachelor of Arts degree in Communication from the University of Connecticut.
Becky Lukaesko, Esq.

Becky Lukaesko, Esq., is a Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Ms. Lukaesko gained experience in environmental law issues at the University of Maryland Environmental Law Clinic and at the Mineral Policy Center. Ms. Lukaesko also gained experience in employment and real property law issues at The Nature Conservancy. Ms. Lukaesko holds a Bachelor of Science degree in Biology from the University of Maryland, College Park and a Juris Doctor degree from the University of Maryland School of Law. Ms. Lukaesko is a member of the Maryland Bar.
Melissa Luke
Legislative Associate
Melissa Luke is a Legislative Associate in the Legislative Information Services Division. Before working at Stateside Associates, Ms. Luke gained legislative experience working for the Florida Senate and Associated Industries of Florida. Ms. Luke holds a Bachelor of Sciences in Political Science from Florida State University and is working towards a Masters degree in Education Law from Nova Southeastern University.
Melissa P. Martin, J.D.
Senior Regulatory Counsel
Melissa P. Martin, J.D., is the Senior Regulatory Counsel in the Regulatory Services Division. Ms. Martin joined Stateside Associates in 2007 as a Regulatory Counsel and worked for five years in that role before being promoted to Senior Regulatory Counsel in 2012. Prior to joining Stateside Associates, Ms. Martin worked for the Florida Department of Environmental Protection, Division of State Lands where she handled state sovereign submerged land leases for the Northeast District. In addition, she clerked for Shawn A. Arnold, Esq., a criminal and civil attorney in Jacksonville, Florida. While attending Florida Coastal School of Law, Ms. Martin was the President of the Environmental Law Community Action Team in which her duties included chairing the 2004 & 2005 Environmental Summits held at the school. She received her Juris Doctor from Florida Coastal School of Law in August 2006 and also holds a Bachelor of Arts degree in Environmental Studies from Washington College.
Robert Maurice

Robert Maurice is a Legislative Associate in the Legislative Information Services Division. Prior to joining the firm, Mr. Maurice gained legislative experience working for a member of the Massachusetts House of Representatives. He also has experience working on multiple state legislative races. Mr. Maurice holds a Bachelor of Arts Degree in Political Science from Westfield State University in Westfield, Massachusetts, and a Master of Science Degree in Political Science from Suffolk University in Boston, Massachusetts.

Michael McNamee is a Legislative Associate in the Legislative Information Services Division. Prior to joining Stateside Associates, Mr. McNamee gained legislative experience working for the South Carolina Senate Judiciary Committee. He has also worked on state and national candidate campaigns. He holds a Bachelor of Arts degree in Political Science with a minor in Sport and Entertainment Management from the University of South Carolina.

Christopher Mitton is a Legislative Associate on the Resources team. Before working at Stateside Associates, Mr. Mitton gained legislative experience as a Legislative Aide in the Colorado General Assembly. He has also spent time on multiple state and national campaigns in Colorado, as well as spending time at the Independence Institute and Starboard Group in Colorado. Mr. Mitton earned a Bachelor of Science degree in Political Science from the University of Oregon.

David Owens, Esq. is a Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Mr. Owens gained experience in administrative and election law as an extern at the Federal Election Commission and as a fellow with the Democratic National Committee. Mr. Owens earned his Bachelor of Arts degree in Law & Society from American University and a Juris Doctor degree from Catholic University where he graduated with honors and was a member of the Law Review.
