Stateside Associates offers the largest and most capable staff in state government affairs, state government affairs consulting and state strategies. Among Stateside’s staff of more than 50 people are 18 former state legislative staff members and seven attorneys. Each of the firm’s Principals has served as a registered state lobbyist.

Senior Vice President

Working with state regulatory officials throughout the U.S., Mr. Anderson advises clients on regulatory engagement strategy and directs educational and “grasstops” campaigns directed at governors and regulatory officials. Mr. Anderson also has created issue advocacy coalitions and facilitates work group meetings of state and federal stakeholders addressing environmental issues.

Senior Vice President

Mr. Holden manages Stateside Associates’ health care practice, addressing a variety of health care issues concerning public and private payers, as well as service and product providers. Heather Williams is a Vice President at Stateside Associates. Ms. Williams brings over 10 years of political strategy experience to Stateside Associates. Legislative Associate
Stephen Abresch is a Legislative Associate in the Legislative Information Services Division. Before working at Stateside Associates, Mr. Abresch gained legislative experience working for the Appropriations Committee of the Maryland House of Delegates. Mr. Abresch holds a Bachelor of Arts in Philosophy and Political Science from Salisbury University and a Master of Arts in Philosophy and Social Policy from the George Washington University.
Carter Alleman, Esq.
Regulatory Counsel
Carter Alleman, Esq., is a Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Mr. Alleman gained experience in commercial and business law while serving as a law clerk with the Indiana State Superior Courts. Mr. Alleman also gained legislative experience as John Glenn Fellow with a United States Congressman. Mr. Alleman holds a Bachelor of Arts degree in Political Science from The Ohio State University, a Masters of Science in International Commerce and Policy from Valparaiso University, and a Juris Doctor degree from the Valparaiso University School of Law. Mr. Alleman is a member of the Indiana Bar.
Nicholas Colombo
Senior Regulatory Coordinator
Nicholas A. Colombo is Senior Regulatory Coordinator in the Regulatory Services Division. Prior to joining Stateside Associates, Mr. Colombo researched state and federal legislation and case law affecting professional liability for a Risk Management Team. He published white papers and practice management briefs advising engineering, architecture and construction firms. Mr. Colombo earned a Master’s degree from Virginia Tech and a Bachelor’s degree in History from The Johns Hopkins University.
Steven Gassenberger

Steven Gassenberger is a Legislative Associate in the Legislative Information Services Division. Before working at Stateside Associates, Mr. Gassenberger gained legislative experience as a Legislative Intern in the Louisiana State House of Representatives, as well as political experience on state and federal campaigns throughout his home state of Louisiana. Mr. Gassenberger holds a Bachelor of Arts in International Relations from University of New Orleans, and a Master of Arts in Public Policy from Tel Aviv University.
Joseph Goetz

Joseph Goetz is a Legislative Coordinator in the Legislative Information Services Division. Before working at Stateside Associates, Mr. Goetz gained legislative experience as a Legislative Aide working for a government affairs firm in Hartford, Connecticut. Mr. Goetz also has experience in campaign field work, where he has served in various capacities across the country. A native of New York, Mr. Goetz holds a Bachelor of Arts in Political Science with a minor in Public Policy from the University of Connecticut.
Amy Goldlust
Regulatory Counsel
Amy M. Goldlust, Esq., is a Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Ms. Goldlust gained substantial experience in both U.S. Federal and international Energy and Environmental law and policy while working for the Center for Climate and Energy Solutions and prior to that, the Canadian Embassy in Washington, D.C. Ms. Goldlust holds a Bachelor of Arts Degree in Psychology and Political Science from McGill University and a Juris Doctor degree from the Syracuse University College of Law. Ms. Goldlust is a member of the New York Bar.
Rob Hicks
Legislative Coordinator
Rob Hicks is a Legislative Coordinator with the Market Issues Team. Before working at Stateside Rob interned for a Congressman from Indiana. Mr. Hicks also served as a Legislative Aide with LegisGroup Public Affairs, a state-level lobbying group that works at the Indiana statehouse. He earned his Bachelor of Arts from Indiana University Bloomington with majors in Political Science and Philosophy.
Caitlin Hoffman

Caitlin Hoffman is a Legislative Coordinator in the Legislative Information Services Division. Before joining Stateside Associates, Ms. Hoffman was a press intern for a United States Senator. She also interned for a defense consulting firm in Washington D.C. and the Pennsylvania Attorney General’s office. She has experience with both state and national campaigns. Ms. Hoffman graduated from the Pennsylvania State University in 2012 with a Bachelor of Arts degree in Political Science, a minor in International Studies, and a minor in History.

Mark Japinga is a Legislative Associate in the Legislative Information Services Division. Prior to joining Stateside Associates, Mr. Japinga gained legislative experience working for a Senator in the Texas Legislature and for the Texas Legislative Council. He holds a Bachelor of Arts degree in Political Science from Grinnell College in Grinnell, Iowa.
Tyler Jones
Legislative Associate
Tyler Jones is a Legislative Associate in the Legislative Information Services Division. Before joining Stateside Associates, Mr. Jones gained legislative experience working as a Legislative Aide for four Delegates in the Virginia House of Delegates. Mr. Jones has worked on a Presidential campaign, for an advocacy non-profit organization in D.C. and in the Virginia Governor’s Office. Mr. Jones holds a Bachelor of Arts in Political Science from Virginia Commonwealth University.
Lauren Koffs

Lauren Koffs is a Legislative Coordinator in the Legislative Information Services Division. Prior to joining Stateside Associates, Ms. Koffs gained campaign research experience with a New York state party committee and legislative experience in the offices of two members of the United States House of Representatives. She holds a Bachelor of Arts degree in International Affairs from Northeastern University and a Masters degree in Public Policy from Pepperdine University.
Ali Legros

Ali Legros works at Stateside Associates as a Legislative Associate in the Legislative Information Services Division. Prior to joining the firm, Ms. Legros worked as a Legislative Aide in the Connecticut General Assembly. She was an aide to four State Representatives as well as the Deputy House Minority Leader. While working in Connecticut, Ms. Legros was also actively involved in local and statewide political campaigns. Ms. Legros earned a Bachelor of Arts degree in Communication from the University of Connecticut.

Kelsey Lovell is a Legislative Associate in the Legislative Information Services Division. Before working at Stateside Associates, Ms. Lovell worked as an aide to an Iowa State Representative. She also gained political experience working on local, state and national political campaigns. Ms. Lovell earned a Bachelor of Science degree in Political Science and International Studies from the University of Iowa.
Becky Lukaesko, Esq.
Regulatory Counsel
Becky Lukaesko, Esq., is a Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Ms. Lukaesko gained experience in environmental law issues at the University of Maryland Environmental Law Clinic and at the Mineral Policy Center. Ms. Lukaesko also gained experience in employment and real property law issues at The Nature Conservancy. Ms. Lukaesko holds a Bachelor of Science degree in Biology from the University of Maryland, College Park and a Juris Doctor degree from the University of Maryland School of Law. Ms. Lukaesko is a member of the Maryland Bar.
Melissa Luke
Legislative Associate
Melissa Luke is a Legislative Associate in the Legislative Information Services Division. Before working at Stateside Associates, Ms. Luke gained legislative experience working for the Florida Senate and Associated Industries of Florida. Ms. Luke holds a Bachelor of Sciences in Political Science from Florida State University and is working towards a Masters degree in Education Law from Nova Southeastern University.
Melissa P. Martin, J.D.
Senior Regulatory Counsel
Melissa P. Martin, J.D., is the Senior Regulatory Counsel in the Regulatory Services Division. Ms. Martin joined Stateside Associates in 2007 as a Regulatory Counsel and worked for five years in that role before being promoted to Senior Regulatory Counsel in 2012. Prior to joining Stateside Associates, Ms. Martin worked for the Florida Department of Environmental Protection, Division of State Lands where she handled state sovereign submerged land leases for the Northeast District. In addition, she clerked for Shawn A. Arnold, Esq., a criminal and civil attorney in Jacksonville, Florida. While attending Florida Coastal School of Law, Ms. Martin was the President of the Environmental Law Community Action Team in which her duties included chairing the 2004 & 2005 Environmental Summits held at the school. She received her Juris Doctor from Florida Coastal School of Law in August 2006 and also holds a Bachelor of Arts degree in Environmental Studies from Washington College.
Robert Maurice

Robert Maurice is a Legislative Associate in the Legislative Information Services Division. Prior to joining the firm, Mr. Maurice gained legislative experience working for a member of the Massachusetts House of Representatives. He also has experience working on multiple state legislative races. Mr. Maurice holds a Bachelor of Arts Degree in Political Science from Westfield State University in Westfield, Massachusetts, and a Master of Science Degree in Political Science from Suffolk University in Boston, Massachusetts.

Michael McNamee is a Legislative Associate in the Legislative Information Services Division. Prior to joining Stateside Associates, Mr. McNamee gained legislative experience working for the South Carolina Senate Judiciary Committee. He has also worked on state and national candidate campaigns. He holds a Bachelor of Arts degree in Political Science with a minor in Sport and Entertainment Management from the University of South Carolina.
Trevor Mitchell

Trevor Mitchell is a Legislative Associate in the Legislative Information Services Division. Prior to joining Stateside Associates, Mr. Mitchell gained legislative experience working as a Legislative Assistant for a Georgia State Senator. His political experience also includes work for state and national candidate campaigns. Mr. Mitchell is a graduate of Auburn University with a Bachelor of Arts degree in Political Science and a Minor in Business.
Christopher Mitton
Legislative Associate
Christopher Mitton is a Legislative Associate on the Resources team. Before working at Stateside Associates, Mr. Mitton gained legislative experience as a Legislative Aide in the Colorado General Assembly. He has also spent time on multiple state and national campaigns in Colorado, as well as spending time at the Independence Institute and Starboard Group in Colorado. Mr. Mitton earned a Bachelor of Science degree in Political Science from the University of Oregon.
David Owens, Esq.
Regulatory Counsel
David Owens, Esq. is a Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Mr. Owens gained experience in administrative and election law as an extern at the Federal Election Commission and as a fellow with the Democratic National Committee. Mr. Owens earned his Bachelor of Arts degree in Law & Society from American University and a Juris Doctor degree from Catholic University where he graduated with honors and was a member of the Law Review. Mr. Owens is a member of the Maryland Bar.
Meghan Pudeler
Legislative Associate
Meghan Pudeler is a Legislative Associate in the Legislative Information Services Division. Prior to joining Stateside Associates, Ms. Pudeler worked in the Office of Legislative Research at the Connecticut General Assembly. She also has experience working on a congressional campaign and being involved in local and state campaigns in Connecticut. Ms. Pudeler earned a Bachelor of Arts degree in History and Political Science from the University of Connecticut.
Andrew Ricca
Legislative Associate
Andrew Ricca is a Legislative Associate in the Legislative Information Services Division. Before starting work at Stateside Associates, Mr. Ricca worked as a government relations associate in Detroit. He gained political experience working in the Michigan State House of Representatives and for the Michigan Republican party. In addition he interned in the United States Senate. Mr. Ricca holds a Bachelor of Science degree in political Science with a concentration in Public Administration from Lake Superior State University.
