Stateside Associates offers the largest and most capable staff in state government affairs, state government affairs consulting and state strategies. Among Stateside’s staff of more than 50 people are 18 former state legislative staff members and seven attorneys. Each of the firm’s Principals has served as a registered state lobbyist.

Constance Campanella founded Stateside Associates in 1988. Since then it has grown from a one-person firm into what a trade publication has called “a behemoth in state lobbying,” with 54 employees and over 100 clients.

As Stateside’s President and CEO, Connie advises clients about legislative and regulatory issue campaigns, crisis management, public sector sales, and lobbyist retention and management. Connie designed the first client-specific web portals for legislative and regulatory information, launched the first nationwide program that uses a customized web crawler to monitor over 4,000 local governments and pioneered the practice of lobbying state and local officials’ organizations (Groups) on behalf of clients. She recently led the design team for Stateside’s TellTaleSM service, which mines legislators’ social media accounts for comments about topics relevant to clients.

Connie is a frequent speaker about emerging state issues and issue management trends, and serves on the board of directors of the Public Affairs Council. As an adjunct professor at the George Washington University Graduate School of Political Management, she taught a course on state and local government relations.

Before founding Stateside, Connie served as Executive Director of a national organization of state legislators, worked for the U.S. Deputy Secretary of Transportation, and served as Intergovernmental Affairs Officer at another federal agency and on the staffs of two Members of Congress. She describes herself as “a political junkie and state obsessed” from an early age.

When not occupied with government relations and politics, Connie is an avid birder. She is a member of the board of directors of the New Jersey Audubon Society and president of the Race 4 Birds Foundation.

Mark D. Anderson is a Principal of Stateside Associates. Since joining the firm in 1993 Mark has counseled and supported a wide array of corporate, association and federal agency clients. With deep expertise in state regulatory issues and engagement strategies, he specializes in coordinating “grasstops” campaigns that organize state regulators and governors into coalitions so that they can contribute their input to federal rulemaking and legislation. His work also includes advising the U.S. Department of Defense on resolving environmental policy issues with state regulators, including facilitating work group meetings of state and federal stakeholders.

He is a frequent contributor to environment and energy journals, a featured speaker at trade association meetings, an expert witness at state legislative hearings, and a member of the Democratic Governors Association Advisory Council.

Before joining Stateside in 1993, Mark worked in the Environmental Enforcement Section of the U.S. Department of Justice and on the legislative staff of a Member of Congress. He also assembled one of the earliest voluntary environmental cleanup coalitions at a time when such programs were in their infancy.

Mark holds a B.A. in Economics from the University of New Hampshire and a J.D. from the George Washington University Law School. He is a member of the District of Columbia and Virginia bar associations. He is a native of Berlin, New Hampshire, and enjoys international travel.

Michael J. Behm is a Principal of Stateside Associates. He has been advising Stateside’s private sector and federal agency clients about state and local issue management for almost 25 years. He directs Stateside’s advocacy efforts on environmental, financial services, technology, and other issues and hires and manages state and local lobbyists His work has brought him to most of the state capitals around the country and has yielded an extensive network of legislative leaders and other public officials.

Michael’s recent direct client work includes advising the Department of Defense on land-use conflict resolution and veteran transition strategies, and helping another client educate policymakers on the security and efficiency of electronic payments. Working on the ground with clients whenever possible, he helps them to develop productive relationships with policymakers and tell their story in a compelling way.
Michael began his public policy career in staff positions with the Ohio House of Representatives and the U.S. Congress. He also worked for the State Governmental Affairs Council (SGAC) before coming to Stateside.

Michael served as Vice President of the Board of Directors of the National Conference of State Legislatures (NCSL) Foundation for State Legislatures’ for more than five years. NCSL’s Foundation Board, which raises funds and provides leadership for NCSL initiatives, includes state legislative leaders and staff and senior corporate, association, and union executives.

Michael is a member of the Associates Advisory and Annual Meeting committees of the Council of State Governments. He received CSG Associate Partner in Excellence awards in 2004 and 2006. He frequently lectures on state elections, policy issues, and state and local trends.

Michael holds a B.A. from The Ohio State University, where he studied Political Science and Journalism. He is married, with three young sons, and enjoys gourmet cooking.

Robert Holden specializes in health care and professional licensure regulatory issues and manages Stateside Associates’ Health Care Issue practice. He monitors legislation and regulations and helps clients roll out new products and services that meet regulatory requirements.

Robert also manages clients’ state and local advocacy campaigns with Groups that regulate healthcare and other areas. He has worked with members and stakeholders at the National Council of Insurance Legislators to develop benchmark legislation. Robert is a frequent speaker at corporate and association client meetings on health policy, state regulations and legislation, and the ways state and federal policies influence each other. He enjoys educating people, including Stateside colleagues, on the ins and outs of healthcare policy.

Before joining Stateside, Robert practiced law with Dilworth Paxson, where he gained his first experience helping clients navigate the regulatory maze as he represented them before property tax collectors.

Robert holds a B.A. from Washington and Lee University and a J.D. from George Mason University, and is a member of the Virginia bar. Robert is married and has three sons. In his free time, he is involved in Cub Scout leadership and outdoor activities.

With over 20 years of public and private sector policy experience, Steve Arthur directs Stateside’s retail industry practice and advises retailers on working with state government officials and trade associations. He also co-leads Stateside’s Attorneys General practice, helping clients build relationships with state Attorneys General, educate the AGs on their business, and navigate the lobbying process.

With over 20 years of public and private sector policy experience, Steve Arthur directs Stateside’s retail industry practice and advises retailers on working with state government officials and trade associations. He also co-leads Stateside’s Attorneys General practice, helping clients build relationships with state Attorneys General, educate the AGs on their business, and navigate the lobbying process.

Steve helps Stateside’s retail clients to connect with state officials, provide a clear picture of their operations, and minimize barriers to growth. When clients need to market to state agencies, he develops strategies for them. He spearheads coalitions to give clients a voice in shaping federal regulations and guides them in positioning their government relations programs internally to best support business units.

Early in his career, Steve worked as a legislative aide in the U.S. Senate, then held a series of appointed positions in California state government. He served as a research analyst in the Governor’s Office, as Assistant Secretary for Economic Development, and as Chief Deputy Director for the Department of Conservation, which regulates the state’s mining, oil, and gas industries.

Steve’s private-sector work has included directing state government relations for an international manufacturer, a food industry trade association, and one of the world’s largest retailers. He has served on the boards of numerous state retail associations. He relies on his combination of public and private-sector experience to help clients understand the mindset of government officials and regulators.

Steve’s public service career could be said to have begun in college, when he worked as a police department aide and dispatcher, answering 911 calls and directing police officers to calls for service. One memorable assignment took him backstage at a Grateful Dead concert.

Steve holds a B.A. in economics from the University of California, Berkeley. He currently works from Santa Fe, New Mexico, where his wife is employed in state government. He enjoys golf and has experienced zero-gravity flight.

Dusty is an expert on IT and retail issues. His experience in the public, private, and nonprofit sectors helps him build coalitions, identify needs, and advocate for solutions, including those that clients have not articulated. He helps clients ensure that their public image is accurate and communicate their strategy for addressing challenges. He stays current on clients’ business models, rumors circulating about their organizations, and issues confronting their industries. He encourages and facilitates strong relationships with Attorneys General, particularly for clients who operate in highly regulated industries and those with disruptive business models.

An extrovert by nature, Dusty enjoys assisting Stateside’s diverse clientele, helping them advance, and providing the support they need keep the position they’ve earned.

Before joining Stateside, Dusty served as Director of Government Relations at eBay. He was Director of State Government Affairs at Microsoft during the company’s heyday, and has also served as Regional State Government Affairs Manager at Wal-Mart. Earlier in his career, he held leadership positions at the Arkansas Gas Association and the Arkansas Grocers and Retail Merchants Association. He came to Stateside familiar with the challenges that face everyone working in government relations.

Dusty’s work with nonprofit organizations and third-party groups includes serving on the board of directors of the Arkansas Innovation Hub, and as an Executive Committee member and a committee vice chair of a national organization of state legislators.

Dusty has won Microsoft’s Commercial Software Initiative and Excellence in Education awards, eBay awards for state government advocacy, and many other commendations. His career direction has early origins. Already interested in civics in junior high school, he got to know a lobbyist who was a family friend and whose example propelled him into government relations.

John Howell manages Stateside’s Regulatory Services Division. John Howell manages Stateside’s Regulatory Services Division. John has more than 15 years of regulatory affairs experience at Fortune 500 companies and start-up ventures in telecommunications. His expertise includes telecommunications law, policy, regulatory compliance, interoperability, and public safety communications; cybersecurity; Freedom of Information Act (FOIA) matters; and Federal Advisory Committee Act issues. He is a frequent speaker on regulatory issues before state commissions and industry organizations.

John brings substantial experience with providing direct support to executive-level leadership on multiple complex public policy issues to his Stateside role. Before joining Stateside he served as Vice President and Counsel at the Pierson Group, LLC, where he provided leadership in deploying a national cybersecurity program, and as Director of External and Legal Affairs at Cyren Call Communications. At Cyren, he managed preparation of Congressional testimony and regulatory analysis related to wireless broadband interoperability for public safety communications, and managed grassroots advocacy before local, state, and federal regulators.

Previously, John served as Director of Industry Affairs and Senior Counsel at Sprint Nextel, where he oversaw regulatory compliance. He led the deployment of Enhanced 911, which enables public safety personnel to quickly locate cell phone callers who cannot provide their location. He also helped negotiate the nation’s first agreement between national cell phone carriers that allowed customers who switched to a new carrier to keep the same phone number. He won Sprint Nextel Operational Excellence Awards for this effort and for his work as steering committee chair of the FCC’s Network Reliability and Interoperability Council (NRIC). In that capacity he advised the FCC on emergency communications, homeland security best practices, and nationwide deployment of broadband services.

John’s early work experience includes practicing law as a trial attorney and managing large non-profit organizations. While in law school, he worked as Paul Newman and Joanne Woodward’s personal driver.

John holds a B.A. from the University of Richmond and a J.D. from Quinnipiac University. He is a member of the Pennsylvania and Connecticut bar associations. He enjoys golf and baseball and is a native of Fairfield, CT.

Timothy J. Prior to joining Stateside, Tim was Vice President at the DC Chamber of Commerce where he oversaw all member services and programs for the Chamber’s membership of more than 1,700 businesses and organizations.  Additionally he served as the Chamber’s representative to the Government Contracting Work Group, which works to facilitate members doing business with State, Local and Federal government agencies.  Prior to joining the DC Chamber, Tim spent several years in direct response marketing and fundraising.

Tim is a graduate of the University of Scranton, where he captained the varsity lacrosse team and graduated with a Bachelor’s of Science degree in International Business, with a minor in German.

With over 10 years of political strategy experience, Heather Williams leads Stateside’s Local Government practice. She advises clients on strategic planning, issue management, and engagement with local political and policy Groups and manages the local government monitoring division. As co-leader of Stateside’s Groups practice, she helps clients build and manage relationships with state and local officials, and works with political and policy-making Groups to advance clients’ interests.

With over 10 years of political strategy experience, Heather Williams leads Stateside’s Local Government practice. She advises clients on strategic planning, issue management, and engagement with local political and policy Groups and manages the local government monitoring division. As co-leader of Stateside’s Groups practice, she helps clients build and manage relationships with state and local officials, and works with political and policy-making Groups to advance clients’ interests.

Heather helps clients create educational and relationship-building opportunities with elected officials, administration officials, and senior staff. These include facility and corporate headquarters tours, participation in issue briefings and policy roundtables, and speaking engagements.

Where clients seek public-sector sales opportunities, she plans engagement strategies, using the Groups to reach the public officials and staff who could have the greatest impact on clients’ business goals. In the occasional crisis, she connects with public officials and community members on clients’ behalf to deal with urgent issues. She provides clients with updates and analysis of election results and local, legislative, and regulatory developments that matter to them.

At the Council of State Governments Committee on Suggested State Legislation (CSG-SSL), she leads advocacy efforts on behalf of clients and industry coalitions, educating Committee members and others on the potential effects of proposed policy changes.

Before joining Stateside, Heather served as National Finance Director for the Democratic Legislative Campaign Committee (DLCC), where she managed private-sector engagement with the organization and its elected official membership. She brings deep political insight, a diverse network of strong working relationships with legislators nationwide, and experience finding common ground on divisive issues to her work at Stateside.

Heather got an early start in politics during a presidential campaign year while attending college in Iowa, where she worked on political fundraising for several congressional, gubernatorial, and state legislative campaigns.

Heather holds a B.A. in International Relations from Drake University. She is a native of Minnesota.

Stephen Abresch is the Manager of Issues and Information. He gained legislative experience working for the Appropriations Committee of the Maryland House of Delegates. Nick Blazer is the Manager of Social Media Services and the 2014 Elections Project. He gained experience teaching the principles of American Government to university students as a graduate teaching assistant and as a research assistant for the Department of Public Administration at Northern Illinois University. In the dynamic and rapidly changing field of healthcare and insurance policy, Josh represents client interests to state and local officials’ Groups and helps clients build their own Group relationships. Groups he works with include the National Association of Insurance Commissioners (NAIC), American Public Health Association (APHA), and National Association of County and City Health Officials (NACCHO). These relationships enable clients to respond to Groups developing model legislation and work with state regulators to address compliance issues. He works with clients to educate Groups leadership, members, and staff on client perspectives.

When clients need the services of lobbyists with proven experience navigating the legislative and regulatory process, Josh matches them with individuals in Stateside’s lobbyist network who also understand client-specific issues. This service is of particular value in emergencies where the client’s need for a lobbyist is immediate.

Josh joined Stateside in 2004 as a Legislative Coordinator. He has also served as Stateside’s Ethics Officer, guiding external and internal clients through the lobbyist registration process and helping them navigate state finance laws. Additional Stateside roles include overseeing quality control, managing the production of Stateside’s Groups Report, and producing custom reports for clients on legislative and regulatory issues. His wide range of experience allows him to help clients effectively use Stateside’s research and collective knowledge to deal with legislative and regulatory challenges.

Before joining Stateside, Josh worked for the Maryland General Assembly Department of Legislative Services, in the U.S. Department of Labor’s Directorate of Construction, and as a law clerk in the United States Attorney’s Office for the District of Maryland.

Josh attended the University of Baltimore School of Law, graduated magna cum laude while working full-time at Stateside, and is a member of the Maryland Bar. He holds a B.A. in economics from Washington & Lee University. He enjoys volunteering for community organizations, including Movable Feast and The Village Learning Place.

Meghan Holihan began work at Stateside Associates in 2013 as Coordinator, Projects and Editor, Groups Report. In addition to producing The Groups Report each month she supports the Issue Management team and clients with special research projects. She has had an active legislative and political career, including managing three Democratic primary campaigns for state and local elected officials in Northern Virginia. Ms. Holihan also served in the Virginia State Senate for two sessions in the Majority Leader’s Office.

Prior to joining Stateside Associates, Ms. Holihan gained a wealth of knowledge in political fundraising, finance, communications, research and field, candidate and staff management. She managed races for the Virginia State Senate and Virginia House of Delegates. She also managed a campaign for the Alexandria, Virginia City Council.

Ms. Holihan spent time working for a local non-profit in Alexandria, assisting in managing an online community platform and its social media outreach and engagement. She holds a Bachelors Degree in Political Science from Virginia Commonwealth University in Richmond, Virginia.

Sarah E. Hunt is Manager of State Issues and Ethics Officer. She works with clients on a wide range of state and local government affairs related issues. She previously served at the company as Regulatory Counsel where she assisted clients as a member of the Regulatory Services Division.

Prior to joining Stateside, Ms. Hunt worked in a boutique Oregon law practice where she specialized in political and administrative law. Her practice emphasized the intersection of policy development, legislative advocacy, campaigns, non-profit management and election law.

Throughout her career Ms. Hunt has represented advocacy groups, PACs, candidates and political parties, advised clients in the management of a variety of tax exempt organizations and co-drafted several state and local ballot measures, including Oregon’s Ballot Measure 73. Early in her career she served on the State Executive Committee of the Republican Party of New Mexico and gained additional legislative experience in Oregon as legislative staff and as a registered lobbyist.

Ms. Hunt holds a Master of Laws (LL.M) from Georgetown University Law Center. In addition, she graduated cum laude from Willamette University College of Law in 2008 with a certificate in sustainable environment, energy and resources law and is presently pursuing a Masters in Professional Studies in Strategic Public Relations at the George Washington University Graduate School of Political Management. She graduated summa cum laude from the University of New Mexico with a Bachelor’s Degree in political science. She is a member of the Oregon (inactive) and the District of Columbia bars.

As a 5th generation Washingtonian she enjoys cheering on the Nationals baseball team and regularly provides volunteer assistance through the National Alliance of Victims’ Rights Attorneys.

Carter Alleman, Esq., is a Regulatory Counsel in the Regulatory Services Division. Prior to joining Stateside Associates, Mr. Alleman gained experience in commercial and business law while serving as a law clerk with the Indiana State Superior Courts. Mr. Alleman also gained legislative experience as John Glenn Fellow with a United States Congressman. Mr. Alleman holds a Bachelor of Arts degree in Political Science from The Ohio State University, a Masters of Science in International Commerce and Policy from Valparaiso University, and a Juris Doctor degree from the Valparaiso University School of Law. Mr. Alleman is a member of the Indiana Bar.

Andrew Ausel is a Legislative Associate with the Markets Issue Team. Before working at Stateside Associates, Mr. Ausel worked as a Legislative Fellow in the Pennsylvania House of Representatives. Becky Lukaesko, Esq., is a Regulatory Counsel in the Regulatory Services Division. Melissa P. Martin, J.D.
Senior Regulatory Counsel
Melissa P. Martin, J.D., is the Senior Regulatory Counsel in the Regulatory Services Division. Ms. Martin joined Stateside Associates in 2007 as a Regulatory Counsel and worked for five years in that role before being promoted to Senior Regulatory Counsel in 2012. Prior to joining Stateside Associates, Ms. Martin worked for the Florida Department of Environmental Protection, Division of State Lands where she handled state sovereign submerged land leases for the Northeast District. In addition, she clerked for Shawn A. Arnold, Esq., a criminal and civil attorney in Jacksonville, Florida. While attending Florida Coastal School of Law, Ms. Martin was the President of the Environmental Law Community Action Team in which her duties included chairing the 2004 & 2005 Environmental Summits held at the school. She received her Juris Doctor from Florida Coastal School of Law in August 2006 and also holds a Bachelor of Arts degree in Environmental Studies from Washington College.

Sarahita Wyatt-Paige is a Legislative Associate in the Legislative Information Services Division. She gained legislative experience working first as committee staff for the Education, Higher Education, and Appropriations Committees and later as Legislative Aide in the Arizona House of Representatives. She gained additional political experience working on a local campaign in her home state. Ms. Wyatt-Paige holds a Bachelor of Arts degree in Psychology and Social Behavior from the University of California, Irvine and a Master’s Degree in Public Administration from Arizona State University, School of Public Affairs.
